Management of data received by the\nDatabank of the CERS and conditions of access for researchers<\/strong><\/p>\n\n\n\n Access for researchers<\/strong><\/p>\n\n\n\n Data stored in the Databank are made\navailable to a third person in accordance with instructions of primary data\nowners. Data and access are not provided for users other than those specified\nby the data owner.<\/p>\n\n\n\n Access is granted for research and\nscientific purposes to researchers of OTKA\/NKFI (National Research, Development\nand Innovation Office) accredited research facilities, regardless of where they\nwork. We do not conclude a contract with the employers of researchers and do\nnot grant unlimited access to them.<\/p>\n\n\n\n Researchers are entitled to perform\ncalculations using the channel provided for them and also to link aggregate\n(e.g. municipal) level data to the data stored. They are responsible for complying\nwith data protection rules and sign a declaration thereof. Researchers\u2019 folders\nare not accessible to other researchers.<\/p>\n\n\n\n Databank staff have unlimited access to\nthe servers but are not entitled to managing data of individual researchers, using\nthem for research purposes or providing them to third parties. In the case of\nbreaching these regulations, they may be subject to penalties under employment\nlaw.<\/p>\n\n\n\n Technical security<\/strong><\/p>\n\n\n\n We have servers that guarantee\nuninterrupted operation. Data purification and econometric estimations are\nperformed on separate servers, which we connect to using virtual client\nsoftware. In this way the programs needed for research are run on a server\nlocated in the Databank instead of researchers computers, who will only see the\nimage of the program running. This allows uninterrupted work and at the same\ntime ensures that researchers do not have direct access to data.<\/p>\n\n\n\n Data stored on the server can only be used\nwith software running on the server and the resulting files can only be saved\nby researchers in their folders on the server. They cannot extract data from\nthe server.<\/p>\n\n\n\n Connection is established through an\nencrypted channel (using a VPN connection) and we use personalized certificates\ninstead of passwords. This allows all transmissions to be encrypted between\nusers and the server and ensures that only users possessing the certificate\nissued by the Databank can connect to the server. Therefore the system is\nprotected against the usual password-hacking attacks and the connections\nestablished are traceable.<\/p>\n\n\n\n Safe data management<\/strong><\/p>\n\n\n\n All servers are protected by hardware\nfirewalls and additional software firewalls, thus unauthorized access is\nprevented.<\/p>\n\n\n\n Data integrity<\/strong><\/p>\n\n\n\n Central data management also guarantees\nthe integrity of data. To this end, incremental backup is done every day saving\ndata on an external tape robotic backup device, which enables restoring data\nafter data loss due to external influence or user negligence.<\/p>\n\n\n\n If requested by primary data owners, data\nare not saved on tape, which further reduces the risks of unauthorized access\nbut increases the risks of data loss.<\/p>\n\n\n\n <\/p>\n","protected":false},"excerpt":{"rendered":" Management of data received by the Databank of the CERS and conditions of access for researchers Access for researchers Data stored in the Databank are made available to a third person in accordance with instructions of primary data owners.
